Project Overview
The Meadows at Richmond is a proposed residential development on +/- 19.25 acres at 3430 Backmeyer Road in Richmond, IN.
The community will consist of 78 attached condominium houses — 9 quadplexes and 21 duplexes, designed to meet the demand for a Middle Housing Residential Community in Wayne County.
On May 27th, We Are Requesting a Zoning Change.
Nothing Else.
The project responds to a documented gap in Richmond's housing market: working families, first-time buyers, and households relocating to Richmond for employment who want quality new construction at a price they afford.

We've listened to every minute of public hearings. We've read every concern on the City Record & on Facebook about what is important to Richmond Residents, specifically about concerns regarding Backmeyer Road & S. 37th.
If approved, we will be required by The City of Richmond UDO to Submit a Final Development Plan, i.e. How Many Houses, revised Site Plan Design, & Addressing Traffic & Run Off Concerns etc.
We are a few months away from a Final Development Plan so nothing will happen overnight. But we want to get this right.

Church Commitment #2
Given the increase in traffic along Backmeyer Road, it seemed logical to pursue a combined point of egress along Backmeyer Road between The Meadows & The Church Parking Lot. In addition, the Developer would install and maintain the Curb Cut.
This will be paid for by the Developer.

We've committed to The Christ Church to move their playground area as show below. We will also do the following, arrange for a proper, aesthetic barrier separating The Meadows from The Church, buy new playground equipment & fix the drainage issues.

Backmeyer Road Traffic Concerns
Connecting The Meadows to The Arbors via Rose Hill Lane
We are currently in formal discussions with The Arbors to allow for a Right of Way ("R/W") Easement between The Meadows and The Arbors to provide additional points of ingress & egress to The Meadows via Rose Hill Drive & Arbor Drive.
There will be a separate round of Community Engagement with The Arbors Homeowners Association Members prior to any decisions being made.
Developer's Commitment to a Traffic Impact Study ("TIS")
At the suggestion of Richmond Officials & the spirit of being proactive towards addressing the local residents warranted concerns about traffic, we will commit to performing a Traffic Impact Study along Backmeyer.
The Traffic Study won't be performed until we have a better idea about the density and points of egress. We do acknowledge your concerns & we do not take them lightly.
We ask for your patience on this for the purposes of the May 27th Hearing.
We will post the results of the Traffic Impact Study for everyone to review here.
Will Any of these be used as Rentals?
We anticipate a mix of For-Sale & For-Rent Housing to meet to multi-faceted demands of Richmond.
